Programme Manager – Warwick

Our client in Warwick is seeking a Programme Manager to lead a new national incentive scheme aimed at reducing smoking in pregnancy.

The day-to-day duties of the successful Programme Manager role would include;

Key Responsibilities

1. Programme and Project Management:

  • Manage operational projects and programmes, including developing and managing project/programme plans, reporting progress, and undertaking risk and issue management to ensure effective and timely delivery.
  • Contribute to the strategic planning of team projects, identifying interdependencies across projects/functions, potential impacts on the wider programme, resource requirements, and building in contingency and adjustments as necessary.
  • Liaise with appropriate functions and departments within Integrated Care Systems (ICS), and regional/national teams to ensure programme plans are continually updated and thereby a useful assurance tool on the progress of implementation.
  • Oversee the operational onboarding of NHS Foundation Trusts, Local Authorities, ICSs, and third-party providers.
  • Manage and contribute to the reporting of progress and performance of scheme implementation and delivery, providing local, regional, and national support as required.
  • Oversee and manage all aspects of the implementation and onboarding of the scheme, including budget review and support in producing review reports and risk/mitigation reports.
  • Oversee academic research projects (both qualitative and quantitative) to monitor and evaluate the effectiveness and impact of the incentive scheme.
  • Plan, develop, and evaluate methods and processes for gathering, analysing, interpreting, and presenting data and information.
  • Deliver projects to comply with key performance indicators.
  • Facilitate programme governance.

2. Stakeholder Engagement:

  • Build and maintain good working relationships with a broad range of stakeholders to ensure the successful readiness and uptake of the national incentive scheme.
  • Engage proactively with NHS staff, maternity providers, and other key stakeholders in a flexible and demanding environment.
  • Work effectively with various external consultancies supporting the implementation of the incentive scheme.
  • Communicate highly complex, sensitive, and contentious information to a wide range of internal and external stakeholders in formal settings.
  • Manage complex and conflicting subject matter problems in day-to-day workload, in workshops, meetings, one-to-one communications, and other events.
  • Nurture key relationships and maintain networks internally and externally, including national networks.
  • Link with managers and members of other functions to address interdependencies and ensure alignment.
  • Apply a structured change management approach and methodology for the impact of any change.
  • Ensure optimum engagement, securing appropriate buy-in, support, and understanding.
  • Deputise for senior programme leads as required, expanding on knowledge, skills, and experience within personal professional development.

3. Strategic Communications & Behaviour Change:

  • Develop and implement a strategic communication plan to raise awareness of the programme and its objectives.
  • Ensure clear, consistent, and transparent communication with all stakeholders.
  • Prepare and deliver presentations, reports, and briefings for internal and external audiences.
  • Apply behavioural science frameworks and theory to programmes and projects to facilitate behaviour change.

4. Line Management:

  • Line management responsibility for members of the operations team.
  • Conduct appraisals and personal development plans for team members, addressing any disciplinary or capability issues.
  • Manage third parties (such as consultants and suppliers) to ensure deliverables are met in a timely manner and within budget.

5. Financial and Physical Resources:

  • Hold budgetary responsibility for the programme and team.
  • Ensure compliance with financial processes.
  • Strive for value for money and greater efficiency in the use of budgets.

6. Information Resources, Analysis, and Decision Making:

  • Draft reports summarising the status on issues, appraising outcomes, and providing progress reports for key stakeholders.
  • Collate qualitative and quantitative information, leading appropriate analysis to develop robust business cases and contribute to programme developments and success.
  • Analyse, interpret, and present data to highlight issues, risks, and support decision-making.

To be considered for our Programme Manager role you will need to:

  • Relevant degree or able to demonstrate equivalent work experience and applied knowledge
  • Evidence of continued professional development
  • Significant experience in tobacco control, maternity tobacco dependence services and smokefree pregnancy incentive schemes
  • Experience leading and delivering complex public health and behaviour change programmes and projects across multiple organisation
  • Experience managing qualitative and quantitative research projects
  • Experience managing and delivering strategic stakeholder engagement and communication plans
  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly.
  • Experience working with the NHS, Local Authorities, ICBs, DHSC, OHID, ASH, SFAC and private sector organisations to deliver public health and tobacco control initiatives
